After 14 years of conflict, international assistance in Syria continues to navigate complex challenges, from inter-communal tensions and a fragmented aid landscape to governance dilemmas and the risks of inadvertently doing harm.
With the evolving political context, conflict sensitivity remains a cornerstone of all engagement. This report, co-published with outlines a number of ways in which international assistance risks doing harm and ways in which international assistance can contribute to peace in Syria.
The paper is based on discussions with Syrian colleagues and partners working alongside international teams to support aid delivery over the past decade.
