Established in 2018 to support the delivery of more rapid, efficient, impactful, and accountable interventions in Syria, COAR Global Ltd. (COAR) is a consultancy purpose-built to operate sustainably in protracted crises and complex operational environments. Since its inception, COAR has expanded geographically and thematically, and has translated its experience in Syria into an integrated approach that allows our partners and clients to navigate the world’s most complex environments with intention and impact. Our work strengthens the impact, efficiency, and sustainability of interventions while enhancing risk management, preparedness, and stabilisation efforts. COAR challenges conventional approaches and recalibrates practices to align more closely with on-the-ground realities, enabling policymakers and implementers to design and deliver more agile and effective solutions in complex, fragile, and high-risk environments.

COAR builds networks where others cannot, providing the access, evidence and insights needed to implement accountable, ground-truthed, and data-driven interventions in complex and high-risk environments. Led by colleagues from the contexts in which we operate, COAR combines international expertise with hyper-local knowledge through a participatory approach that discourages hierarchies, strengthens collaboration and fosters disruptive thinking, translating a deep understanding of crisis dynamics into best practices and locally grounded solutions. COAR delivers timely, relevant and context-sensitive analysis and research, empowering our clients to maneuver efficiently and securely within crisis environments. Through a flexible package of dedicated services — spanning monitoring and reporting, accountability and due diligence, joint assessments, thematic analysis, capacity building, and market entry support — COAR enhances programmatic effectiveness and strategic planning.

2018

A team of humanitarian affairs experts, conflict analysts, researchers, and programme specialists establishes the Center for Operational Analysis and Research (COAR). Having experienced the effects of contextual knowledge gaps within the humanitarian response to Syria, COAR's founding members concluded that a new approach was necessary. COAR registers in May 2018 and receives its first award, War and Post Conflict Syria, from the European Union in November 2018.

2019

COAR establishes foundational methodologies for Third Party Monitoring, rapid needs assessments, and conflict-sensitive analyses. COAR secures first major multi-year contracts with the European Union. COAR expands to Myanmar and launches its Community Analysis Support System (CASS) to support Crown Agents Humanitarian Assistance and Resilience Program Facility, initially focused on Rakhine State, subsequently expanding country-wide. COAR conducts community profiling in Yemen and develops its Needs-Oriented Strategic Area Profiles framework in Syria to support DFID.

2020

Despite global pandemic disruptions, COAR adapted research methodologies and administrative processes. COAR expands to Lebanon, and expands its Myanmar footprint, designing and launching the Conflict Analysis and Research Facility to support the European Union-funded UNOPS-hosted Nexus Response Mechanism, which relies on evidence to rapidly adapt programs and projects in complex and fragile environments. COAR also implements its first data-collection projects in Libya. In Syria, COAR is awarded its first direct contract for third-party monitoring and due diligence. The COAR team grows to more than 75 key team members with ongoing operations in three countries.

COAR expands to Ukraine, launching its Left Bank Analytics project, focused initially on atmospherics in hard-to-access regions of Ukraine. COAR also adapts its programs and activities in Myanmar following the February 2021 Military Coup, devoting considerable effort into building research networks in the newly inaccessible, hardest-to-reach, and conflict-affected parts of the country.

2022

COAR expands its Ukraine operations in response to Russia's full-scale invasion, providing clients with situational and thematic analysis in addition to atmospherics reporting. COAR also begins an internal restructuring focused on cross-country learning across its various country programs. As operations in Myanmar expand, COAR launches and develops its Bangkok hub to support its Asia Operations.

2023

COAR launches a company-wide restructuring exercise results and disolves country programs, instead creating a unified global structure that centers on on research and analysis, program management, third party monitoring, and operational support, with an emphasis on financial management. COAR also expands its Middle East footprint and refines its Third Party Monitoring (TPM) methodology and expands its TPM portfolio. COAR grows to 125+ team members from over 15 countries as well as more than 400 enumerators collecting data on ground in multiple complex and conflict-affected countries.

2025

COAR establishes a Damascus country office following the fall of the Assad regime and launched Nexus Response Mechanism Conflict Analysis and Research Facilities to support European Union interventions in both Syria and Haiti. COAR also establishes its Washington, DC office to support Western Hemisphere operations. Finally, COAR conducts lessons learned exercise across country programs and begins new technology into its methodology.
