Administrative and Military Control in Myanmar

The Actors and Control Tracker is an interactive dashboard developed by COAR to provide a dynamic and accessible overview of administrative and military control across Myanmar. It visualizes the territorial influence and presence of key conflict stakeholders — including the State Administration Council (SAC) and a range of resistance and ethnic armed organizations.

Through multiple integrated layers, the dashboard highlights:

  • Area-based control across Myanmar’s geographic regions
  • Control over key border crossings
  • Command of SAC military battalions
  • Internal structure of SAC’s primary combat units
  • Presence of armed groups within national territory

The term “control” in this context refers to either administrative or military dominance — or a combination of both — with varying degrees of influence, from partial to full. For the sake of clarity and readability, the dashboard does not display fine-grained gradations of control or distinguish between types unless explicitly noted.

This tool is designed to support operational decision-making, humanitarian planning, and policy analysis by offering a simplified but meaningful picture of a complex and rapidly evolving landscape. While based on the best available information, the dashboard is not exhaustive and should be interpreted with appropriate caution.

The data in this dashboard is updated on an irregular basis or as required, depending on changes in the context in Myanmar.
